Objectives

General objective:

After completing this module, the student will be able to :
- Explain the basic concepts of Airport Certification (European Regulatory structure)
- Take into account and explain several operational safety aspects when developing a project on an airport
- Work with Safety managers in an airport environment and explain some the SMS requirements (Safety assessment, risk management)
- Take part in the development, implementation and assessment of the safety management system of an aerodrome operator.

Detailed objectives:

After completing this module, the student will be able to :
1. Explain how European regulation is positioned compared to international (ICAO) regulation
2. Explain the Regulatory Structure and each of its components (BR, IR, AMC, GM, CS)
3. Explain the European aerodrome regulatory framework
4. Explain the purpose of Authority, Organization and Operational Requirements (AR, OR and OPS)
5. Define if European Certification is mandatory or not for a specified aerodrome
6. Find the rules related to one specific subject within the European regulatory framework
7. Identify the flexible solution (ELOS, SC, DAAD) that could be used (related to the noncompliance)
8. Give examples of problems raised by the application of European regulation (through the French situation)
9. Give potential impacts of European regulation on national regulation
10. List objectives of safety accident analysis (from a safety point of view)
11. Define the difference between Danger, risk and contributing factors
12. List the different steps in a risk management process
13. Give examples of apron hazards
14. Give examples of actions that the authority can make in the apron risk mitigation process
15. Give examples of actions that the operators can make in the apron risk mitigation process
16. Give the definition of FOD and examples of FOD consequences
17. List different maneuvering area inspections and define their related safety objectives
18. Define how airports are classified regarding Rescue and Fire Fighting services
19. List several preventing actions that can be made by the airport operator regarding Bird Aircraft Strike Hazard
20. Define in which conditions (RVR, ceiling height) LVP shall be inforce
21. Give several LVP consequences on the airport operations and activities
22. Give winter conditions consequences on the airport operations and activities as well as actions that are conducted by airport operator to mitigate related risks
23. List recommendations or principles to apply so as to promote occurrence reporting (in the safety environment)
24. Know where information related to safety assessment can be found in the international and European regulation
25. List several situations for which safety assessments are mandatory
26. Explain the different terms : Hazards, safety event, undesirable event, safety risks, mitigation measures
27. Conduct a safety risk assessment study based on the provided documentation during the course (case study)
28. List several types of emergencies on the airport
29. Define frequencies of airport emergency exercises on the airport
30. Define the required level of protection on an airport based on provided aircraft characteristics
31. Give the regulatory requirements regarding the response time (EASA framework)
32. List several causes of runway excursions on which the airport operator can act and the Related mitigation measures
33. Explain the Runway Overrun Preventing System (how it works)
34. List the materials/equipment/works that the airport operator shall use to make part of the movement area unserviceable
35. List at least 3 safety actions the airport operator can make to improve safety during construction works
36. Give the name and content of the 4 general phases regarding constructions works
37. Give potential safety issues that might occur on an airport when works are carried out
38. Discuss the operational and management challenges that an aerodrome operator has to deal with
39. Explain the safety issues related to aerodrome operations
