Objectives

General objective:

After completing this module, the student will be able to:
Work in teams on SMS development, implementation, assessment and maintaining for an Air Navigation Services Provider, from a complete analysis of its organisation and its environment, from the understanding of its characteristics, and by taking into account the regulatory requirements

Detailed objectives:

After completing this module, the student will be able to:
• Analyse the characteristics of an ANSP organisation
- Services to be provided or contracted : ATS (Air Traffic Services) , AIS (Aeronautical Information Service) , CNS (Communication, Navigation, Surveillance) , MET (Meteorology) , SAR (Search and Rescue)…
- Interactions and dependencies with the oversight authority
- Management of suppliers and stakeholders (airports, airlines, equipment suppliers, ..)
- Management of safety related events
• Build up a relevant safety organisation adapted to the size of the organisation
• Construct the frame of reference for the SMS and write the associated documents
• Analyse the hazards and manage the risks associated with the ATS provider’s activities and the risks inherent to the organisation of an ATS provider including:
- Organisation of an efficient data collection and data analysis system
- Management of change
- Organisation of Safety Committees
• Create a safety action plan applicable to the ANSP and processes
• Select relevant safety indicators, and choose the appropriate methods (including audits) to manage the SMS into an ANSP organisation
• Assess the SMS and measure the safety performance and oversee the continuous enhancement of the SMS
• Promote safety culture among ATCO, ATSEP (Air Traffic Safety Electronics Personnel) and management
